The order these have to happen in, and the one deadline that is not flexible. Free — no account needed.
The 8 working days for the permesso di soggiorno start the day you enter Italy. Missing it can put your stay at risk. Everything else can wait a little; this cannot.

Within 8 WORKING DAYS of arriving
Apply for your residence permit. This is the hard deadline.

Codice fiscale
Week 1
Italy's tax code. Free. You cannot rent, open a bank account, get a SIM or see a doctor without it.
Agenzia delle Entrate, or your consulate before you travel

Conto corrente
Week 1-2
A bank account. Ask for a conto per non residenti if you have no residenza yet — it exists for exactly this.
Any bank, or an EU digital bank from your phone

Residenza
Week 2-4
Register where you live. A municipal officer may visit to check you really live there.

Voltura / subentro
When you move in
Put the electricity and gas in your name. Voltura if the supply is active, subentro if it was closed.
Your chosen supplier — you need the POD and PDR codes from the meter

SIM italiana
Week 1
An Italian number. The questura and the comune will call it. Bring your codice fiscale — it is required by law.

Tessera sanitaria / SSN
After residenza
Enrol in the health service and get your health card.
Your local ASL
EU citizens: no visa and no permesso di soggiorno. You have no 8-day deadline. Instead, register iscrizione anagrafica at the comune after 90 days.
